Role Overview:

A senior leadership role responsible for managing end-to-end billing operations across premium hotel construction and real estate projects. The position ensures financial accuracy, contractual compliance, and strong cash flow management across multiple projects and vendors, while serving as the central point of accountability for contractor certification, client invoicing, quantity surveying, and final account settlement. The role requires close collaboration with Project, Finance, Contracts, and Procurement teams to maintain robust financial oversight.

Key Responsibilities:

  • Oversee end-to-end billing, cost control, and financial management of construction projects.
  • Review, verify, and certify contractor and client RA bills in line with contractual terms and actual site progress.
  • Ensure accurate quantity validation, rate analysis, and adherence to BOQ and approved variation orders.
  • Drive budgeting and cost monitoring by tracking variances and reconciling project financial data.
  • Manage final accounts, contractor settlements, and dispute resolution during project closure.
  • Coordinate effectively with cross-functional teams including Project, Procurement, Contracts, and Finance.
  • Prepare and present MIS reports, ensuring timely and accurate financial insights for leadership.
  • Support internal and external audits, ensuring compliance with financial controls and governance standards.

  • Strong expertise in construction billing, quantity surveying, and contract management.
  • In-depth knowledge of financial controls, cost management, and project accounting.
  • Proven ability to manage multi-project and multi-vendor environments.
  • Excellent stakeholder management, negotiation, and dispute resolution skills.
  • High level of accuracy, analytical thinking, and attention to detail.

Experience Requirements:

  • Significant experience in billing and financial management within construction and hospitality projects.
  • Prior experience handling large-scale, complex projects with multiple stakeholders preferred.
Technical Skills & Domain Knowledge
? Deep expertise in hotel projects, interior works, MEP systems, and real estate billing
? Strong command of BOQ preparation, rate analysis, and quantity surveying (QS) methodologies
? Proficiency in ERP / SAP platforms and construction billing software
? Working knowledge of contract management, including FIDIC or equivalent frameworks
